The Elbaph Arc of One Piece sees to it that Luffy is elevated evenfurther in terms of power, and becomes stronger than all the Admirals that exist in the series. The recent developments of the Elbaph Arc have solidified this growth
Luffy defeated Kaido in the Wano Cou Arc after awakening his Devil Fruit.Following these events, he ended up becoming one of the Yonko of the Seareceived tremendous fighting capabilities.However, Luffy’s growth did not stop with him becoming one of the Yonko. He has continually evolved ever since, and his power is far greater than before.
Specifically, Lufty has worked on his color of the Supreme King even further and his control over his Devil Fruit powers has grown to a point where he can utilizeabilities such as Gear 4 without eventapping into the full transformation. Allthese things suggest that Luffy has evolved even further in the Final Saga throughout the run of the Egghead and Elbaph arcs.
Right now, Luffy holds a bounty of 3billion berries, but this figure certainly does not do justice to the level of threa poses to the World Government. Luffy the Sun God Nika and, as such, liberat people from chains. His ultimnate enen are destined to be those of the World)Government, specifically Saint Imu Nerona, who wields the power of the Akuma no Mi and brings death, destruction, and oppression to wherever he goes.
As such, Luffy is the ultimate enemy of the World Government and, in that sense, İs their biggest threat. The only reason why Luffy’s bounty isn’t higher is that theWorld Government wants to cover up the re-emergence of the Sun God Nika. As the final saga continues, Luffy gets ever closer to destroying the World Government in its entirety and truly liberating the world from the clutches of the Celestial Dragons.In that sense, the Marine Admirals, who are only the military face of the World
Government, are insignificant compared to the Straw Hat Yonko.
